Building prosperity, preventing displacement

In response to concerns of displacement around the planned Blue Line Extension, Hennepin County and the Metropolitan Council launched a first-of-its-kind community oriented anti-displacement initiative.

To lead the initial phases of this work, Hennepin County contracted with the University of Minnesota's Center for Urban and Regional Affairs (CURA) to convene an Anti-Displacement Work Group that centered community voices and brought together diverse stakeholders to study and recommend anti-displacement strategies to help ensure the value of light rail will benefit current corridor residents, and minimize physical, cultural, and economic displacement.

After meeting for more than a year, the work group published their recommendations in May 2023 for public review.

We will continue to lead this work with community to further develop, refine, and advance these recommendations, bring together partners for funding and implementation, and begin exploring more ways to maximize community benefits of light rail for current corridor residents.

This work will be ongoing throughout the life of the project, and beyond with a focus on both short- and long-term solutions.

    Information without Implementation

    Where CURA was awarded the contract to work on the Anti-Displacement document, I was concerned that it would be a cookie-cutter-rubber stamp-too-little-too-late report that would and should be buried somewhere. To my surprise and delight, the report turned out to be forward-thinking, community-focused and riddled with unbridled truths about the current and past behavior of our elected officials.

    Condense report

    Please make this easier to read for our community


    I would also like to make sure that Lyn Park community is involved with the anti-placement project and to include their feedback because their community is different and the statistics shared that they are a poverty class community is not true.

    To keep this community safe and clean and keep our streets available for residents and their guests , I would like to Lyn Park to be a gated community. Allowing only their visitors with a code through the gate from 11pm-6am.

    Typo in outcomes section

    I believe there is a typo in this text on page 194:

    "Rehab loans can used for trees, snow removal for home owners (check ParkBoard policy)"


    It is missing a "be" in "can used".
